Whereabouts

It must be possible for testing to take place at any time and without prior notification. Whereabouts reporting helps to ensure that athletes can be located at all times, and that testing can be planned efficiently. All testing pool athletes and teams must state their whereabouts on a quarterly basis.

Whereabouts are recorded and updated by the athletes concerned themselves or, in the case of team sports, by the team administrator on behalf of the entire team.

Quarterly Plans and Short-Term Changes

Whereabouts information must be submitted four times a year, covering the next quarter in full. The following binding deadlines apply:

  • December 15
  • March 15
  • June 15
  • September 15

All short-term changes of plan or additional information must be updated immediately to ensure that the information is always complete and up to date.

Whereabouts requirements for athletes

Athletes in Whereabouts Pools for Athletes must submit information on the following activities, including the exact addresses, and the times at which they are present:

Home address or temporary accommodation (for every day without exception!)

Workplace and Education

Training sessions and training camps

Competitions

Other regular activities and Trips of 2 hours or more

Additionally, for NRTP athletes only: A daily 60-minute time slot between 5.00 am and 11.00 pm, during which athletes must be present at the specified location.

If no information is given for a specific day, Swiss Sport Integrity will assume that the athlete is essentially at their primary residence. Brief absences do not have to be entered. These cover daily shopping, for example. Details can be taken from the examples:

Whereabouts Failures

Imprecise, incomplete, and out-of-date information, as well as a failure to submit it on time, in the case of athletes can be sanctioned. The following cases are distinguished:

  • Filing Failure: Locations are not recorded or updated in due time, or in insufficient detail..
  • Missed Tests: An NRTP athlete could not be located for testing within the defined 60-minute time period at the stated location

Any combination of three missed tests and/or filing failures (with Swiss Sport Integrity and/or the International Sports Federation) within a 12-month period are deemed to be a whereabouts failure. Under Article 2.4 of the Doping Statute, this constitutes an anti-doping rule violation, and may be punished by a suspension.

In the case of whereabouts failures involving Swiss Sport Integrity, athletes may apply for an administrative review. This is conducted by lawyer Laurent Contat, in German, French, or Italian.

Whereabouts requirements for teams

Team administrators of Teams allocated to Team Sports Testing Pools are obliged to submit the following information either quarterly or on an ongoing basis:

Team Sports I

The following information and documents must be uploaded via the Team-Whereabouts Website as soon as known or available:

  • Date and time of squad sessions
  • Location of any squad sessions incl. overnight and training addresses
  • Squad lists with residential addresses
  • Documents such as nominations, daily/training programs, any deviations from training programs on the part of individual team members

Team Sports II

The following information and documents must be uploaded via the Team-Whereabouts Website as soon as known or available:

  • Training locations with exact address
  • Training days and times
  • Temporary stays (e.g. training camps) with exact overnight and training addresses
  • Squad lists with residential addresses
  • Documents such as weekly/training programs, nominations, any deviations from training programs on the part of individual team members

Team Sports III

Publication via the club or federation website, or by email to whereabouts(a)sportintegrity.ch, as soon as known or available.

For clubs:

  • Training locations with exact address
  • Training days and times

For National Teams:

  • Date and time of squad sessions
  • Location of any squad sessions incl. overnight and training addresses
  • Documents such as nominations, day/training programs

Electronic Whereabouts Platforms

In Switzerland, whereabouts must be recorded and updated via the whereabouts website (for athletes) or the team-whereabouts website (for Team Sports I and II).

Some International Sports Federations require that athletes and teams give their whereabouts using the WADA system ADAMS. These athletes or teams do not have to submit their details to Swiss Sport Integrity additionally via Simon.
